I've noticed in the Peppermints, and the Openbox session i run on LMDE 64 that gnome-power-manager doesn't seem to do anything. I saw on Crunchbang's forum that they use xfce4-power-manager for their Openbox setup. On the LMDE 64 box i got gnome-power-manager to work for the gnome session and xfce4-power-manager to work for the Openbox session (trying to be green , you know). Xfce4-power-manager is in Synaptic for Peppermint but one of the items it wants to install with it is hal. I read where hal was removed from One and Ice. Is there any danger in installing hal to the current Peppermints, or is this just one of of those Linux moments to be brave and hit the apply button.

No there is no danger in installing Hal, it was just removed as weight that wasn't needed in the iso. A few other have put it back for one reason or another. ;)
