Found this in my travels.

NotifyOSDconfig is a simple gui method for changing that annoying bubble notification that pops up in the upper right of your screen whenever a change occurs in your network connection, or Rhythmbox starts a new song, or for a number of other reasons.

Simply install NotifyOSDconfig per the directions in the link above, and you can reposition, resize, change colors,and change display time of the bubble. The only thing that does not work for me is changing transparency.
